From Bihar To The Vale Of Glamorgan: Meet Kanishka Narayan, The UK’s First Cabinet-Level AI Minister

The British Prime Minister, Andy Burnham, has elevated the artificial intelligence portfolio to a Cabinet-level position for the first time, promoting Kanishka Narayan to Minister of State (Minister for Artificial Intelligence). In this dedicated, Cabinet-attending post, Narayan is tasked with driving the UK’s national AI strategy, integrating technology with industrial growth, expanding computing infrastructure, and addressing emerging security risks.

The Early Years

Born in November 1989 in Muzaffarpur, Bihar, India, Narayan spent his earliest years in Bihar before moving with his family to New Delhi. At age 12, his family relocated to the United Kingdom, settling in Cardiff, Wales, where they lived in a modest one-bedroom flat. He joined the Labour Party at 18.

Education

Narayan’s academic journey started in the UK sector at the Cathays High School in Cardiff. Encouraged by the Headteacher at his school to pursue scholarship

opportunities, he secured a scholarship to Eton College.

He went on to higher education at elite institutions in both the UK and the US:

  • University of Oxford (Balliol College): Earned a Bachelor of Arts (BA) in Philosophy, Politics and Economics (PPE).
  • Stanford University: Completed a Master of Business Administration (MBA).

Transition Period Before Becoming a Minister

Prior to his ministerial roles, Narayan built an extensive career bridging government policymaking, economics, and finance:

  • Civil Service & Government Strategy: Worked as an economist and senior policy adviser in the UK Cabinet Office under David Cameron and later served as an expert adviser in the Department for Environment, Food and Rural Affairs (DEFRA) under Liz Truss, contributing to Britain’s 25-Year Environment Plan.
  • Private Sector & Finance: Worked at the investment bank Lazard advising corporate boards and tech founders on capital markets and M&A, followed by roles in venture capital focused on climate technology and fintech startups.
  • Electoral Breakthrough (2024): In July 2024, Narayan won the Vale of Glamorgan seat, making history as the first ethnic minority Member of Parliament (MP) elected to represent a Welsh constituency.
  • Early Parliamentary Roles: Initially served as Parliamentary Private Secretary (PPS) to the Environment Secretary, before being appointed Parliamentary Under-Secretary of State for AI and Online Safety in September 2025.

Current Position: Minister for Artificial Intelligence

In July 2026, Prime Minister Andy Burnham elevated Kanishka Narayan to Minister of State (Minister for Artificial Intelligence), making the UK’s AI portfolio a dedicated, Cabinet-attending post.

In this dual role, jointly hosted between the Cabinet Office and the Department for Business, Innovation, Science and Trade, Narayan oversees:

  • The execution of the UK’s national artificial intelligence strategy.
  • Regulating emerging AI risks while positioning the country as an attractive hub for global tech investments.
  • Expanding UK computing infrastructure and navigating European digital/tech sovereignty debates.

Conclusion

Kanishka Narayan’s rise from early childhood in Muzaffarpur, Bihar, to the top tiers of British technology governance highlights an extraordinary journey through elite academia, venture capital, and public service.

Yet, his commitment to public welfare and institution-building is a family legacy. Long before Narayan was regulating cutting-edge technologies in Westminster, his paternal grandfather, Krishna Kumar, laid a foundational pillar for access to justice in Bihar by founding the Shri Krishna Jubilee (SKJ) Law College in Muzaffarpur, an institution where both of Narayan’s parents studied before requalifying as solicitors in the UK.

This generational arc, from establishing a local law college in Bihar to expand civic access, to his parents practicing law, to Narayan now crafting international regulation for artificial intelligence at the Cabinet level, underscores a continuous lineage of public service and legal stewardship. As the UK’s inaugural dedicated Minister for Artificial Intelligence, Narayan bridges traditional governance with modern technology, drawing on a deep family ethos that emphasizes opportunity, equity, and institutional progress across borders.
